marketable goods． For example, the public sector may operate enterprises in the

the government may set user charges such as toll roads ， day-care centers ， and
education and health services of various sorts ． Governments become involved in the
provision of excludable commodities because ， for some reason， the private sector
does not provide the optimal amount ． One reason may be singled out as one of the
most prevalent．Some industries are natural monopolies in the sense that they exhibit
increasing returns to scale up to relatively large outputs(i ． e．， outputs large
relative to market demand)．
